Historical GPS phone coordinates retrieval from large Data Broker Firms

I'm in need of a professional with expertise in data recovery and analysis. must be able to work with Data Brokers or Data AGGREGATORS. I'm looking to retrieve historical GPS location data from 2 specific POI - or Points of Interest, or from historical Verizon data. The data should be from over three years ago. for a civil case, identifying a Person at the scene. I have GPS coordinates and time of day. have cell number but not the device ID.
