I'm looking for a professional who can develop a centralized bid and vendor management platform. This system must allow both internal and external users to handle RFIs, RFPs, RFQs and other procurement-related tasks. Overview The purpose of this system is to create a centralized bid and vendor management platform that allows internal and external users to manage RFIs, RFPs, RFQs, and other procurement-related activities. It will include vendor management, bid management, document management, and user management functionalities. The platform should support parent-child vendor relationships, live online bidding, document uploads, and bid evaluation. 2. Key Features 2.1 User Management • User Roles & Access Levels: • Internal Users: Procurement teams, finance, legal, and management, super user, admin • External Users: Stakeholders (e.g., business partners, consultants, legal counsel). • Vendor Users: Vendor representatives submitting bids. • User Authentication: • Secure login via email/password or Single Sign-On (SSO). • Optional two-factor authentication (2FA). • Role-based access control (RBAC) for restricting actions based on user types. • Dashboard: • Personalized view with active bids, messages, notifications, and documents. 2.2 Vendor Management • Vendor Profiles: • Store vendor details: company name, contacts, locations, services offered. • Ability to classify vendors by commodity/service type and country. • Maintain records of parent and child vendor relationships (one parent vendor can link to multiple child vendors). • Vendor Performance Tracking: • Record past bid participation, performance scores, and feedback. • Vendors can decline participation and recommend alternative suppliers/contacts. 2.3 Bid Management • Bid Event Creation: • Users can create bid events for RFI, RFP, RFQ, or other bid types. • Link bid events to specific vendors. • Set bid timelines, response deadlines, and submission formats. • Bid Submission & Evaluation: • Vendors submit bids through the system with supporting documents. • Internal users can review, compare, and evaluate bids using predefined criteria. • Automated bid ranking and scoring system based on price, service quality, and compliance. • Live Online Bidding Auctions: • Support for real-time competitive bidding for shortlisted vendors. • Live ranking dashboard where vendors can see their relative position (without revealing competitor names). • Automated price guidance based on bid history. • Bid Event Notifications: • Email and in-platform notifications for bid invitations, reminders, and deadline alerts. 2.4 Document Management • Document Upload & Storage: • Users and vendors can upload supporting files (max 200MB per file). • Version control for managing document revisions. • Secure Access & Permissions: • Documents can be made public or private within a bid event. • Role-based access to sensitive files. • Document Visibility by Event: • Each user can see documents linked to bid events. • Document details include: • File Name • File Size • Upload Date • Uploader • Description • Secure Access & Permissions: • Documents can be public or private within a bid event. • Role-based access to sensitive files. • Contract Management & Review: • Ability to review, edit, and approve contracts within the system. • Markup functionality for internal and external collaboration. • Assign tasks to users with deadlines for document review and approvals. • Audit trail & change history for tracking modifications. 2.5 Reporting & Analytics • Bid Performance Analytics: • Track vendor participation rates and bid success rates. • Audit Logs: • Maintain logs of user activities, bid submissions, and document uploads. • Custom Reports: • Export bid comparison reports and vendor performance summaries. 2.6 Vendor Monetization – Paid Insights & % Reduction Commitment • Vendors can purchase insights on their bid performance, such as: • Relative Positioning: Their standing compared to competitors. • Price Level Guidance: Whether their offer is within a competitive range. • Specific Feedback: Internal assessments of their submission. • Insights come with a % reduction commitment: • If a vendor pays for bid insights, they must commit to reducing their price by a specified percentage (e.g., 2-5%) if they want to remain competitive. • This ensures serious participation and encourages cost reductions. • Access to Paid Insights: • Vendors can see purchased insights in their dashboard. • Procurement teams can configure pricing for insights. 2.7 Vendor Participation Management • Vendors can decline participation in a bid event. • Vendors can recommend alternative suppliers or contacts for the work. • Procurement teams receive notifications when vendors decline or suggest alternatives. 2.8 Vendor Q&A Portal • Vendors can ask bid-related questions within the event portal. • Bid managers can respond and choose to make answers public or private and can choose to show or not show who asked each question. • Vendors receive notifications when their questions are answered. - Admins choose to show the answer only to the questioner or to all vendors linked to the event. - q&a are importable by all and exportable by all - q&a should have options to show or hide who asked the question.
